I know this isn't the same model, but I'm folding the bahamut for the first time and having trouble with step 169. It seems like you reverse-fold in and out on the creases from 161-2, but I'm not sure. Can someone help please?
Sorry for the long break. So you sink one point down, and another one back out?
Also, I recently came across the full Ryuzin 3.5 CP somewhere, and I wanted to know if it's legal. I heard that there are some mistakes in the CP, but should I delete the file?

Origamido paper
I think Kamiya folds most or all of his display models from a special blend of Origamido paper.

Try this source
I haven't folded that model yet. But you'll probably get or already find an answer in an origami forum, e.g. http://snkhan.co.uk/...
